Ingquza Hill LM: Acting municipal manager appointed

The Eastern Cape Department of Cooperative Governance and Traditional Affairs recently appointed Mawethu Pinyana as acting municipal manager of Ingquza Hill Local Municipality.


The Eastern Cape Department of Cooperative Governance and Traditional Affairs recently appointed Mawethu Pinyana as acting municipal manager of Ingquza Hill Local Municipality.

According to the statement issued by spokesperson for COGTA, Mamkeli Ngam, Pinyana has been seconded to the position following a request made by the council to the department to second someone who would act until a municipal manager is appointed. Pinyana, as a COGTA district director for Alfred Nzo, will act until a municipal manager is appointed.

COGTA MEC, Xolile Nqatha, described Pinyana as an experienced public servant who worked as a municipal manager in the Ntabankulu Local Municipality from 2002-2007. He said he had also worked as intergovernmental relations manager (IGR) in the office of the Eastern Cape premier.

He is currently a senior manager responsible for the Alfred Nzo District Support Centre, where he is supporting all the municipalities of Alfred Nzo District.

“He holds a master’s degree in public administration,” said Ngamla.

“One of Pinyana’s many responsibilities as an acting municipal manager is to facilitate the appointment by council of a competent municipal manager who has integrity.

“I am using the words, ‘competent and with integrity’, because most of the challenges experienced by our municipalities revolve around competent leadership, both political and administrative. Your support and working together as the troika and Pinyana, are going to make this municipality achieve the objectives of seconding him here,” said Nqatha.

While he would be accountable to council, he would also provide the department with reports during the period he is acting at the municipality.
